Future Parking Concept Plans
30% Design Notes
General Notes:
- Access to residential driveways have been checked using B85 design vehicle. It should be noted that a car and trailer combination has not been used for these domestic driveways.
- The design vehicle for all on-road movements are a MRV to represent a waste collection vehicle moving at slow speeds and a car and trailer path has also been used. Council should check if vehicles larger than waste collection vehicles are present.
- Bin presentation/placement of bins is not known. With the current designs residents will need to move their bins to the different collection locations. This will require additional manual handling, with in some cases loaded bins being pulled up kerbs which may be an issue for elderly residents.
- Footpaths are generally not provided adjacent to the proposed on-street parking. This will restrict accessibility for people with mobility issues and may present a slip hazard if the parking is operational during winter months.
- Pedestrian movements will be affected by changing the location of the on-street parking. We have endeavoured to avoid placing parking on strategic walking routes. Council’s local knowledge may identify additional strategic movement corridors, the parking layout can be changed to avoid these if required.
- Bolted kerb medians infilled with compacted sand and gravel could be used as a seasonal temporary one -way operation. There are a number of issues with temporary traffic control that will need to be addressed such as:
- Markings to guide motorists should be used to maintain the parking yield. Using signage alone often results in poor driver positioning reducing the overall parking yield. The use of 750mm long end markings using 3M tape could be considered but requires monthly maintenance. Painted markings could be used but would need to be removed each seasonal cycle to avoid confusion.
- Visitors and residents will need to be informed of changes to the traffic management arrangements in advance.
Royal Circus:
- Royal Circus will accommodate 31 parks, with 5 parallel parks, 8 60° Parks, and 18 90° Parks.
- Standard requirements for 90° parks could not be met for the eastern segment of Royal Circus due to lack of manoeuvre space. 60° Parks meet AS2890.5:2020 requirements.
- Service vehicles and cars with trailer will need to cross over painted diagonals to perform safe turns, which is unlikely to prematurely wear pavement markings due to low frequency.
- Turnpaths indicate that access is maintained for the furthest eastern driveway, however there are concerns that drivers may ignore one-way operation to directly access Mundy Tce.
- Crossing sight distance envelope is shown to be reduced by proposed parallel parks.
- Accessible parking would be unavailable on the western side of Royal Circus due to the lack of any footpath.
- Waste collection will have to be moved from Royal Circus to alternate location. Cooper St or Mundy Tce provide possible alternatives.
Smillie St:
- Smillie St will accommodate 27 parks, with 5 parallel parks, and 22 45° Parks.
- The ability to perform a U-Turn around the Christmas Tree remains possible.
- Permanent pavement markings or temporary bolted kerbs with 3M Tape temporary markings could be used to provide protection to 45° car parking and guides incoming traffic on eastern approach.
- Pedestrian movements will influence the shape of a bolted kerb median on western approach. Temporary markings with 3M Tape provide an alternate option.
- Waste Collection could take place along the southern side where existing parallel marking will be removed.
- Safe intersection sight distance envelope shown on the western approach indicates that sight distance would be greatly reduced by proposed parks.
- MRV can negotiate parking with minimal clearance on eastern approach. If a vehicle larger than an MRV is required, then one parallel parking space should be removed.
- Existing south side on-street parking to be removed. Angle parking placed on north side due to presence of veranda and heritage posts on south side.
Elizabeth St:
- Elizabeth St will accommodate 29 parks, with 10 parallel parks, and 18 45° Parks.
- Existing markings must be removed to accommodate additional parallel park.
- Existing parallel parks can be shifted to provide additional room for neighbouring driveways.
- Turnpaths indicate that access is maintained for the furthest southern driveway but may obstruct a 45° park from being implemented.
- Permanent pavement markings or temporary bolted kerbs with 3M Tape temporary markings could be used to provide protection to 45° car parking and guides incoming traffic on southern approach.
- Due to the presence of a pedestrian crossing a gap is provided in the diagonal markings on northern approach as recommended by the pavement marking manual to a avoid pedestrian slipping hazard.
Union St:
- Union St will accommodate 21 parks, with 6 parallel parks, and 15 60° Parks.
- Bolted Kerb Discourages drivers from ignoring one-way operation on southern approach.
- Due to the presence of a pedestrian crossing on northern approach a gap is provided across bolted kerb.
- Within the existing design, the southern end of union street remains a two-lane street and offers a road width wide enough to perform a 3-point turn. It is possible for the one-lane to be extended across the entire length of Union St, which could provide an additional 15+ parks.
