Innovative Child Care for Rural Communities
Robe Child Care on Wheels Service (CCOWS) delivers quality early childhood education and care to families in rural and remote communities across the Robe District, including Robe, Beachport, and Kangaroo Inn. Designed as a mobile long day care model, CCOWS provides accessible, affordable care for children aged six months to six years in areas where a traditional child care centre is currently not available.
A Mobile Model with a Mission
As South Australia’s first mobile child care service, CCOWS has been proudly serving the community for over 20 years. Our mobile service travels to existing premises in regional locations, bringing all necessary equipment to create safe, compliant, and welcoming environments for children each day.
Our dedicated educators arrive early to set up learning spaces, provide a full day of care and education, and then pack everything away again—demonstrating incredible commitment, flexibility, and passion for rural families.
Our Philosophy and Approach
At CCOWS, we believe that early education is not just about care, but about nurturing relationships, fostering curiosity, and building a sense of belonging. For many children, our service is their first experience in an educational setting outside the family home. That is why we prioritise:

We recognise the important role that families and the wider community play in each child’s development and wellbeing. By working together, we create stronger outcomes for children and stronger connections within the community.
Community and Cultural Acknowledgement
All our sites operate on Bunganditj (Boandik) land. We acknowledge the Traditional Owners of the land on which we work and pay our respects to Elders past and present. We extend that respect to all Aboriginal and Torres Strait Islander peoples who are part of our service community.
Governance and Funding
CCOWS is co-funded by the South Australian Department for Education. The District Council of Robe is the Approved Provider, overseeing service delivery and compliance.
Hours of Operation
Robe (Kindergarten Site): Monday, Tuesday, Friday - 8.30am - 5.15pm
Robe (RSL Site): Wednesday, Thursday 8.30am - 5.15pm
Beachport: Wednesday 8.30am - 5.00pm
Kangaroo Inn: Thursday 8.30am - 5.00pm
